abstract: the aid system itself is regarded by many as a major problem of present-day development cooperation causing substantial transaction costs for recipients. particularly, the expansion of bilateral and multilateral donors and the way they spread their aid money over many recipients, projects and sectors is seen as being at the base of these supply-side problems. this article contributes to the discussion by bringing for the first time the non-governmental organisation channel into the equation based on a data set of 73 dutch non-governmental organisations. besides, it calls attention to the �philanthropist� channel and shows that fragmentation and proliferation are not restricted to official aid agencies but constitute an aid channel�wide problem. this also means that solutions to this problem can no longer be restricted to only part of the aid architecture.

abstract: the world's attention has focused on zimbabwe as the country has moved from the turmoil of the 2008 elections to a tentative democratic transition under the current inclusive government. the country's newly elected local authorities and an apparent interest in decentralization have been largely ignored in the process, however. this essay thus provides an extensive, survey-based examination of local governance in zimbabwe as of 2009. four areas are discussed. first, with the growth of the political opposition to the ruling regime, local governance has also suffered from the deep polarization among all the country's institutions. the inexperience of the new local councilors vis-�-vis local administration officials also holds significant ramifications. second, although local officials believe that public participation in decision-making is strong, citizen involvement is actually quite weak. third, reeling from the country's 2008 economic crisis, local authorities were operating as best as they could on minimal income and barely functioning in many areas. financial transfers ended long ago; revenue generation remains poor. finally, this essay captures the poor state of public services. achievement of a national democratic consensus, decentralization that actually promotes democratic local governance and strengthening once-strong local institutional capacity will determine the future progress of local governance.

abstract: accountability is the cornerstone of fiscal administration. this research studies the relationship between accountability and the sharing of budgetary power. we found that the accountability in china is supported by the superior of bureaucratic power, instead of the comprehensiveness of various accountability components. the implication is that the accountability is facilitated in terms of emphasising to whom government officials are accountable within the chain of command, reducing goal conflicts and improving strategic goal attainment. however, it is hindered at the same time in terms of lacking evaluations perceived to be impartial, limited room for democratic accountability, over-implementation of policies at all costs, and weak comprehensive awareness of �accountable for what� (as long as it is a policy direction from the top). the structure of the power of the purse both enables and limits the tone and terrain of budget accountability in particular and government accountability in general.

abstract: the article suggests a novel theoretical framework for empirical measurement of fiscal decentralisation by taking the viewpoint that fiscal decentralisation should be regarded as a system. then, we review in detail several institutional arrangements regarding fiscally decentralised systems including the following: federal versus unitary state, numbers of tiers of governments, taxing power, borrowing power and independence of local officials. after identifying these institutional arrangements, we can group different countries with similar institutionally fiscal decentralisation systems together in broad categories by using cluster analysis. this analysis reveals a typology of fiscally decentralised systems (fds): high expenditure/revenue assignment fds, low expenditure/revenue assignment fds, revenue transfer fds, most complete fds, politically centralised fds and unitary state fds. we then employ regression analysis to examine the performance for each type of fiscal decentralisation system. our empirical findings suggest that most complete fds is positively associated with selective economic performance as well as various public governance indicators.

abstract: the growth of the nonprofit sector in brazil has been conceptually similar to that of the anglo-saxon third way, where the government promotes the creation of partnerships with civil society. this process has been criticized for creating a �manufactured civil society�. this study will investigate whether the same pattern can be observed in the brazilian context, particularly within the management shock reform implemented by minas gerais, one of the principal brazilian states. management shock is guided by a governmental partnership discourse that promotes contractual partnerships with both businesses and nonprofits. we opted for a bottom-up oriented research approach, aiming to comprehend the rationale for initiating and sustaining the partnerships revealed in the narratives that emerged from both government and nonprofit partners. data were collected through semistructured interviews and content analysis of documents and the media. results show the predominance of agency-type partnerships, highlighting the centrality of the government and its techno-bureaucratic role in fostering and maintaining organiza��o da sociedade civil de interesse p�blico or civil society organization of public interest designs. differing from the anglo-saxon context, we observed the �invasion� of market-driven values in nonprofits and, to some extent, in government narratives.

abstract: one important but often understudied area of research in public administration is the effect of e-government on administrative discretion. this article examines e-government factors that influence administrative discretion through a survey of local governments. the focus of this study is on egyptian local governments, which are using e-government to modernise public service delivery. through a survey of administrative officials in these governments, this study found evidence that e-government factors of collaboration and organisational change influenced administrative discretion. other common factors noted in the literature such as size of the local government and demand by citizens for e-government did not register an effect on administrative discretion. the results of this study imply that local governments should do more to enhance e-government to reduce administrative discretion, especially in the area of increasing collaboration.
